The expansion of the industry in the early twentieth century brought many species to the brink of extinction.  Today whaling is no longer necessary, we have plenty of alternatives and the whales have far more value, both for the oceans ecosystems and local economies when they are alive. \n\nIn 1986 the International Whaling Commission (IWC) set a pause (a moratorium) on commercial whaling but in spite of this it continues. Signing up to the agreement is voluntary.  Russia and Japan oppose the moratorium, whilst Norway and Iceland object to it and even impose their own quotas.  In July 2019 Japan withdrew from IWC and is no longer subject to its rules.
